Expansion of Tan Cang Hai Phong International container terminal

The Tan Cang Hai Phong International Container Terminal, part of the Lach Huyen Port Area of Tan Cang Hai Phong International Container Terminal Co., Ltd., has officially been authorized by the Vietnam Maritime Administration to receive both domestic and international vessels.

On March 5th, the Vietnam Maritime Administration announced the decision to open the Tan Cang Hai Phong International Container Terminal, located in the Lach Huyen Port Area and managed by Tan Cang Hai Phong International Container Terminal Co., Ltd. This terminal is authorized to receive Vietnamese and foreign ships for the purpose of loading and unloading goods, as well as performing other related maritime services.

Specifically, the Tan Cang Hai Phong International Container Terminal (abbreviated as TC-HICT) is situated on the left side of the Hai Phong maritime channel, within the Cat Hai district. The terminal lies within the maritime port waters managed by the Hai Phong Maritime Administration, as announced by the Ministry of Transport in Circular No. 23/2019/TT-BGTVT dated June 21, 2019.

The total length of the terminal is 750 meters (including Wharf No. 1, which is 375 meters long, and Wharf No. 2, which is also 375 meters long). It is capable of receiving vessels with a full load capacity of up to 50,000 DWT and reduced load capacity up to 145,000 DWT, with suitable draft (vessels over 100,000 DWT up to 132,900 DWT can have a maximum draft of 14.3 meters, and vessels over 132,900 DWT up to 145,000 DWT can have a maximum draft of 14.0 meters). Wharf No. 1A, with a length of 150 meters, can accommodate ships and barges with a capacity of 100 TEU (equivalent to vessels with a load capacity of 2,000 DWT).

 

According to the decision, the Hai Phong Maritime Administration is responsible for maritime state management at the TC-HICT terminal area, and it is authorized to collect fees as prescribed by law.

Based on the operational conditions of the berths, the actual conditions of the berths, the maritime channel in the area, the depth limits of the water area in front of the berths, the ship access channel (as notified by maritime authorities), the design documents of the berths, and other legal provisions, including the safety assurance plan and relevant legal regulations, vessels with suitable tonnage and draft are permitted to enter, moor, load and unload cargo, and perform other maritime services at the aforementioned berths. These activities must comply with maritime safety, maritime security, fire and explosion prevention, and environmental pollution prevention requirements.

Tan Cang Hai Phong International Container Terminal Co., Ltd. is responsible for basing its operations on the provisions of this decision, relevant laws, the berth design documents, technical specifications of the vessels as per design, and technical guidelines approved by competent authorities to specifically notify operational conditions and organize the proper utilization of the berths for their intended purposes.

Review, finalize, and approve the operational, exploitation, and maintenance procedures for the facility in accordance with the port design and current regulations. During operation, it is necessary to regularly monitor, observe, inspect, and assess the safety of the facility to address any issues promptly and perform maintenance work. Conduct periodic maritime depth surveys of the waters in front of the port, access channels, and turning basins according to regulations to maintain the condition and technical parameters of the facility, ensuring normal and safe operation.
